Article 1 For purposes of regulating the archival work of institutions of higher education, improving the management of archives and effectively protecting and utilizing archives, these Measures are formulated in accordance with the Archives Law of the People’s Republic of China and the implementation measures thereof.

Article 2 The term “archives of institutions of higher education” as used in these Measures refers to the historical records of various forms and media like writings, diagrams and audio and visual materials which are directly formed during the enrollment of students, teaching, scientific research, administration and other activities of institutions of higher education and which are of preservation value to students, colleges, universities and society.

Article 3 The archival work is significant and fundamental to an institution of higher education. An institution of higher education shall strengthen the administration of the archival work and integrate it into its overall development plan

Article 4 The education administrative department of the State Council shall take charge of the archival work of institutions of higher education throughout the country. The education administrative departments of the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government shall take charge of the archival work of institutions of higher education within their respective administrative area.

The national archives administrative department, and the archives administrative departments of the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government shall, within the scope of their respective functions, guide, supervise and inspect the archival work of institutions of higher education.

Article 5 The archival work of an institution of higher education shall be under the leadership of the president of the institution of higher education. The major duties of the president concerning this respect are as follows:
1. implementing laws, regulations and polices of the state on management of archives, and approving bylaws on the archival work of the institution of higher education;
2. integrating the archival work into the overall development plan of the institution of higher education, and promoting a synchronized development of the archival informatization and the development of other aspects of the institution of higher education;
3. setting up and improve an archival department commensurate with the scale of the institution of higher education, and putting in place the equipment and operating funds necessary for the staffing, for arranging archive storerooms, and for the development of the archival cause;
4. deliberating and deciding important awards and punishments in the archival work of the institution of higher education, and other important issues.
